The Penal Affairs Consortium (PAC) is an alliance of 40 organisations concerned with the penal system. It provides a mechanism whereby its member organisations can work together for penal reform by presenting joint views to Government, Parliament, the media and the public. Its publications are distributed by Nacro on behalf of the Consortium.
