Our Executive Leadership Team are responsible for the day-to-day running of Nacro. They are held accountable by our trustees to deliver the strategy and achieve objectives.

Campbell joined Nacro as Chief Executive in July 2019. Before joining Nacro, he was the CEO of the Joseph Rowntree Foundation and the Joseph Rowntree Housing Trust from January 2017. There he steered the organisation through a significant change and reform programme, introducing an outcome-focused approach to change, new values and focus on working alongside those with lived experience of poverty. Before this, Campbell was the Chief Executive of Shelter for seven years. As CEO he led the organisation through one of the most challenging periods in its history. This included building a sustainable, fundable model of integrated advice and support that is helping more clients than ever before, a growth in independent income and leading the organisation’s response to some of the biggest changes to housing and welfare policy in generations. Prior to joining Shelter, Campbell was the first Director General of the Office of the Third Sector, an adviser to The Treasury and was previously Director of Public Policy at the National Council for Voluntary Organisations (NCVO). In November 2017 he was awarded an honorary degree from York St John University.

Andrew joined Nacro in September 2019 from the Shaw Trust, one of the largest third sector providers of public services in the UK. Prior to that he spent 20 years at Rethink the mental illness charity, latterly as Resources/Finance Director and then as Deputy Chief Executive. Earlier in his career he worked at Dudley Metropolitan Borough Council. He has a great deal of experience of our operating model and environment, and shares the values and focus of our work.

Elise joined Nacro in 2022 from The Sheffield College, where she worked as Vice Principal for Quality, Teaching, Learning and Assessment for the past few years. She joins us with a wealth of experience and a passion for learning and learners that will help to further develop our offer and our quality to our learners. Elise said: “Nacro is all about changing lives and giving people that second chance. The drive towards a society where everyone has the chance to succeed is something that really resonates with me. I am delighted to be joining an organisation that is determined to provide help and support for those who really need it. I can’t wait to get started.”

Helen joined Nacro in October 2016 and leads the External Engagement department of policy, public affairs and communications. After starting her career working in Parliament, Helen has spent the majority of her career in the voluntary sector working to improve policy and practice for disadvantaged young people and adults. Prior to Nacro, Helen worked at children’s charities Save the Children and 4Children and women’s charity Platform 51. She has successfully influenced Government policy across a range of areas including equality, childcare and poverty, and is passionate about encouraging disadvantaged people to speak out and advocate for themselves.

Helen joined Nacro in October 2013 and for five years managed Justice & Health operations in London and the South. In January 2019, Helen was appointed Head of Justice & Health. Helen began her career working in youth offending and continued managing young people’s custodial resettlement services, gang exit services, and prevention services for Nacro. In recent years Helen has managed Nacro’s delivery under Transforming Rehabilitation, alongside community substance misuse and offender health work.
Helen is the Housing Consumer Standards Lead, alongside Peter Airey.
A dedicated Consumer Standards Lead for the organisation is required by the Social Housing (Regulation) Act 2023.

Peter joined Nacro in December 2021 and works to lead the Housing and Support Department. Peter has spent 20 years working in the housing, support and adult social care sector, starting on the frontline before moving up to hold several senior management roles. Prior to Nacro, Peter worked at Notting Hill Genesis, where he led the Sheltered and Supported Housing department through a merger and service integration.
Peter is the Housing Consumer Standards Lead, alongside Helen Dyson.
A dedicated Consumer Standards Lead for the organisation is required by the Social Housing (Regulation) Act 2023.
Phil Bevan

Phil Bevan
Director of People and Culture
Phil joined Nacro in 2023, to provide leadership to the development of the capability and culture of the organisation. Phil has spent over 20 years leading HR in complex organisations, including recent assignments involving significant organisational change and transformation of the People teams at Guide Dogs and the Royal British Legion. He is driven by the potential to make the organisation more than the sum of its parts, in order to maximise the benefit for service users and enhance the experience for colleagues.

Our trustees
Our Board of Trustees has overall responsibility for Nacro’s management. They meet frequently to discuss and review our strategy and practice. They hold the senior managers to account and are responsible for the decisions made and direction taken by Nacro. These are voluntary positions.
