A better alternative: reducing child imprisonment
A better alternative is the third, and final, report in the
‘reducing child imprisonment’ series from Nacro’s Committee on Children and
Crime and considers how the numbers of children held in custody might be
substantially reduced.
It revisits the arguments of the two previous reports (A failure of
justice and Counting the cost – see below) that showed how youth
custody had risen, without any corresponding increase in youth crime, and the
sometimes fatal costs of child imprisonment. A better alternative then
sets out a clear argument for how youth justice practitioners and others
could bring about a reduction in levels of child imprisonment.

Children who commit grave crimes
Grave crimes tend to evoke extreme responses, especially when they are
committed by children. The nature of the response can often obscure some of
the most important questions associated with such offending. In the wake of
the widespread publicity surrounding the decision to grant anonymity to the
youths who killed James Bulger and the Parole Board's subsequent

Counting the cost: Reducing
child imprisonment
This report considers why custody delivers such poor outcomes in terms of
reducing reoffending and other measures. The second report in a series of publications
produced by Nacro's Committee on Children and Crime on the theme of reducing
child imprisonment, Counting the cost concludes that the use of custody for
children carries with it considerable costs. These include: it has no
positive impact on the level of youth crime and is, accordingly, largely
unnecessary; it is wasteful of resources which might be put to better use;
and it does further damage to already damaged children.
