Nacro is an existing provider of community and prison accommodation, and justice services. We work closely and collaboratively with a number of local authorities, prisons, CRCs, police and PPO units to meet the resettlement and support needs of offenders, and to work to achieve reductions in re-offending. Nacro is an active member of Reducing Re-offending forums, MARAC, MAPPA and other accommodation prison and community groups that discuss individuals at risk. As part of these groups, we foster a multi-agency approach to manage that risk. Our longstanding track record has provided us with the expertise to work with offenders and effectively manage their integration in communities.

Liverpool (Picton Rd) Offender Supported Housing service

This service was re-commissioned by Liverpool City Council in 2016, having originally been commissioned in 2010. The service provides 11 housing units and support for offenders with complex needs. These typically include:

  • people traumatic experiences and its effects
  • people managing the effects of imprisonment post-release, in particular adjusting to life outside prison when it is accompanied by a breakdown in positive relationships due to past offences
  • drug and alcohol addictions
  • mental health issues including personality disorders
  • physical and learning disabilities
  • homelessness

Our flexible and individual packages of support include the opportunity for engagement with a wide range of agencies. The service operates within an enabling environment; utilising Cognitive Analytic Therapy (CAT) and Participatory Inclusive Evaluation (PIE) approaches, and is available 24 hours a day 7 days a week. Referrals to the service are restricted to the Community Rehabilitation Company (CRC) and North Liverpool Probation Service. The maximum length of stay is 12 months.

The service offers a route to greater independence for people whose housing circumstances are complicated by their offending histories. Once people have been stabilised, they can also access our move-on accommodation and support through the Nacro Homes Agency. We also focus on addressing behavioural issues which reduces risk and repeat offending.
