HMIP Annual Report 2025-2026 | Nacro responds

Nacro responds to the HM Chief Inspector of Prisons for England and Wales Annual Report 2025–26.

Published:

Responding to the HM Chief Inspector of Prisons for England and Wales Annual Report 2025–26, Enver Solomon, Chief Executive of Nacro, said:

“This report should be a wake-up call. Too many prisons have become places where people are locked in their cells for hours on end while organised crime gangs use drones to flood prisons with drugs, fuelling violence and fear. This isn’t an environment where rehabilitation can succeed, so it’s no surprise that too many people leave prison only to reoffend, creating more victims of crime and less safe communities.”

“Prison has an important role in holding people to account, but too many people are sent there when they would be better supported in the community. To cut reoffending, we need to tackle the root causes of crime, including drug addiction and mental ill health, help people into work and give them the chance to turn their lives around.”
