
Nacro responds to today’s (08.07.2025) annual report from HM Inspectorate of Prisons, Charlie Taylor. This year’s 2024-2025 HMIP Annual Report is an annual overview of the prison system through a lens of unannounced inspections, its findings draw on 83 reports published between 1 April 2024 and 31 March 2025, including information from inspections of 36 men’s prisons and two women’s prisons, as well as independent reviews of progress at 11 men’s prisons.
Campbell Robb, Chief Executive of Nacro, said:
“The report findings are deeply troubling. Increases in violence, an influx of drug, and unsupported mental health issues inside all hamper efforts to reduce reoffending and fails to prepare people for release. This results in a crisis which extends beyond our prison walls and into our communities.”
“It’s clear rehabilitation interventions are needed in the long-term focused on sending fewer people to prison who would be better supported in the community, and creating safer prison environments – a vital starting point to reduce crime. To make this happen, the Government, as part of its long-term response to the Sentencing Review must invest significantly in support from the voluntary sector for those coming out of prison so they have a chance to rebuilding their lives.”

We operate in more than 40 prisons and provide services across England and Wales. We help 28,000 people across our services each year and run the CAS-2 service for the Government housing people coming out of prison on bail or licence. We work with people at every stage of the criminal justice system, from liaison and diversion services in police custody and courts, to resettlement into the community after prison. We use the insights from our services and the experiences of the people we support to campaign together for a criminal justice system which better serves us all.
