ASBOs oversold as the answer to antisocial behaviour
Commenting on the National Audit Office (NAO) report into ASBOs, which found that 55% of orders are breached, Paul Cavadino, Chief Executive of Nacro, the crime reduction charity, said:
These findings show that ASBOs are a blunt instrument, which have been oversold as an answer to antisocial behaviour.
In the initial stages of nuisance behaviour by young people, support and prevention work are more likely to succeed than early resort to ASBOs.
For really persistent offenders ASBOs are less likely to work than intensive supervision programmes, which tackle the root causes of antisocial behaviour.
The amount of preventive work that is used before an ASBO is issued varies greatly from area to area. Local authorities and the police should be required to work with Youth Offending Teams to try other constructive measures before applying for an ASBO.
