What we do
Our Community Accommodation Service Tier 2 (CAS-2) provides suitable, short-term accommodation for those who would otherwise be held in prison or would be released homeless.
The service helps to reduce pressure on prisons, through the provision of accommodation in the community.
We aim to provide participants with the stability and support they need to move on to a positive, crime-free future.
Nacro delivers CAS-2 on behalf of the Ministry of Justice across England and Wales.
How it works
Our properties are residential houses in the community. They are fully furnished, vary in size and usually house between one and four people of the same sex. Participants have their own lockable bedrooms and will share communal facilities. We are also able to accommodate families in certain circumstances.
Our support workers make weekly visits to residents to provide face to face support.
Support includes:
- Claiming benefits.
- Budgeting.
- Accessing services in the community e.g. substance misuse and, health and wellbeing services.
- Help to find stable accommodation to move onto after Nacro CAS-2, employment, training and education.
Eligibility
The service is available for people who have an accommodation need, and are:
- Aged 18 and over.
- In Probation Tiers B-G.
- Assessed as low to high risk of serious harm (RoSH)
- With no past or current conviction, caution or allegation of any sexual offences mentioned in Schedule 3 of the Sexual Offences Act 2003.
- Who do not pose an unacceptable risk to themselves, Nacro CAS-2 staff, other Nacro CAS-2 participants and neighbours to Nacro CAS-2 properties.
- Who have sufficient financial resources to pay for accommodation, either through personal funds or through Housing Benefit including recourse to public funds.
- Are not in breach of immigration laws other than overstaying an approved period of leave to enter/remain in the UK.
All referrals are assessed against the above eligibility criteria and Nacro suitability criteria.

Nacro CAS-2 is funded by the Ministry of Justice. We work in consultation with the Police, Local Authorities and His Majesty’s Prison and Probation Service.
