Tough political rhetoric made Rod Morgans job impossible
Paul Cavadino, Chief Executive of Nacro, the crime reduction charity, commented as follows on the resignation of the Chair of the Youth Justice Board:
The tough political rhetoric which has driven up the juvenile prison population has made Rod Morgans job impossible.
The number of juveniles in custody has doubled over the last decade to around 2,500. As a result the Youth Justice Board has had to spend far too much of its budget on custodial places, even though custodial sentences for juveniles have an 84 per cent reoffending rate.
Much of this money would be better spent on preventive work with young people and on supervising young offenders in the community. This would hold out more hope of diverting juveniles from crime than our current over-readiness to lock up young offenders.
It is vital that Rod Morgans replacement should be someone equally independent-minded who is prepared to argue strongly and publicly for constructive ways of tackling youth crime.
