Getting disclosures right
This report addresses the problems presented to ex-offenders and to
employers by Standard and Enhanced Disclosures. It describes the use and
misuse of Disclosures; recommends legislative reform; provides guidance
on those aspects of the Code of Practice concerned with the fair use of
information; and examines risk, both in terms of criminal records and
the jobs that people are expected to undertake.

Ex-offenders and employment - the way forward
This Nacro briefing is based on our response to
the Government's 2005 green paper, Reducing re-offending through
skills and employment. It considers the evidence linking
employment to reduced offending. Then, using Nacro's experience of
running employment programmes and advising ex-offenders and employers,
it looks at ex-offenders' needs, employers' involvement and at what
needs to be done to improve significantly ex-offenders chances of
getting into work.

Integrated resettlement: putting the pieces together
This report argues that the case for resettlement –
that it reduces crime and changes lives – has been well made and that
much is known about effective practice. What’s needed is for
government’s good intentions about improving the resettlement of

NOMS: Will it work?
The new National Offender Management Service (NOMS) promises major changes to the way offenders are dealt with. Only established on 1 June 2004, NOMS merges the Prison and Probation Services into an integrated service for the management and supervision of offenders in custody and the community. It aims to both punish offenders and reduce reoffending. This Nacro policy briefing explores some of the key issues affecting NOMS' likely success or otherwise: its regional structure; the purchaser-provider split, in particular the notion of 'contestability' or competition; the potential threats to innovative practice; the impact of sentencing and prison overcrowding; and what NOMS will mean for offenders.

Onside, Onside 2, Milestones: Nacro’s resettlement programme for
young people leaving Portland YOI
This report describes the successful work of Nacro’s resettlement
programmes at Portland Young Offender Institution. Nacro’s Onside,
Onside 2 and Milestones projects are three phases of the programme. Each
aimed to steer vulnerable young men away from a life of crime by
offering help with practical problems and personal issues before and
after release. The report explains the projects’ approach, the issues
they addressed, and the impact they made on young prisoners.

Recruiting ex-offenders: The employers' perspective
This guide gives employers detailed information about recruiting from the widest pool of potential staff while avoiding employing inappropriate candidates. It sets out the findings of a Nacro's 'Going straight to work' group of employers, that employers can employ ex-offenders without problems, but need more information about how to do this. Taking into account the points raised by the group, the guide goes on to set out detailed guidance on developing sound recruitment policies, including assessing risk, the Rehabilitation of Offenders Act 1974 and the new Disclosure Service.

Running a resettlement project for young offenders: Key findings from Nacro's On-Side project
For anyone wanting to find out more effective resettlement work with young offenders, this report describes the work and evaluated results from our On-Side project in Portland Young Offender Institution. The results show that intensive resettlement work with even the most vulnerable young people can help break the cycle of crime.

Women beyond bars: a positive agenda for women prisoners' resettlement
Between 1993 and February 2001, the population of women prisoners increased by an alarming 145%. This is of grave concern, especially given the damage a prison sentence can do: ties with children and family could be severed, while homes, possessions and jobs are often lost.
This report looks at what is needed to help women leaving prison to rebuild their lives after release. Following an in-depth analysis of the difficulties that women in prison can encounter both before and after their release, Nacro argues that the best way to promote the resettlement of women is not to use prison. The report calls for the development of effective community punishments which take account of the nature of women's offending, respond to it in a proportionate manner, and work on strategies to reduce it.
