Our leadership team and trustees

Nacro employs a team of dedicated staff and volunteers. Our work is led by our Council of Trustees and our Leadership Team, listed below.

Paul McDowell

Chief Executive

Paul joined us in October 2009. Governor of HMP Brixton from 2006, he joined the Prison Service in 1990 as a Prison Officer at HMYOI Stoke Heath. Transferred to HMP Woodhill in 1992, Paul subsequently worked at HMP Wellingborough, the Prison Service training college at Newbold Revel, HMP Gartree and HMYOI Feltham.

In 2000 Paul was seconded to the Home Office where he worked in the Prison Minister’s Private Office. He returned to HMYOI Feltham as Deputy Governor in 2001, followed by a successful period in charge at HMP Coldingley from 2004.

Patrick Murphy

Finance and Corporate Services Director

Patrick Murphy

Patrick joined us in January 2012 and leads on finance and corporate services, including ICT, estate strategy, legal, procurement and company secretarial matters. Prior to that, Patrick was Group Finance Director in the City and Guilds Group, the UK’s leading vocational education awarding body for 7 years. Previously, he led similar functions at Samsung Electronics UK including the UK’s supply chain, seeing revenues grow in excess of £1 billion from less than £150m in 1997.

Patrick was a senior member of the senior management team that achieved full stock market listing for JKX Oil & Gas PLC in the mid-nineties. Prior to JKX, Patrick was appointed Finance Director of one of the UK’s leading wine importers and distributors, where he led the turnaround of the group’s losses to profits in 18 months. Patrick has led major ERP implementations, business re-engineering and change programmes, to promote growth, drive efficiencies or reduce deficits.

Graham Beech

Strategic Development Director

Graham joined us in September 2010. He leads on Nacro's strategic planning and positioning, overseeing its policy work and communications. Before joining Nacro, Graham was Director of Reo Red, a specialist criminal justice consultancy practice. With Reo Red he worked with Social Finance Ltd, developing the operating plan for the Social Impact Bond pilot in HMP Peterborough. He also worked as adviser to a prison reform programme in Latin America and set up a UK social enterprise building partnerships between the public, private and voluntary sectors.

A former assistant chief probation officer, Graham specialises in community interventions for adult offenders. He has trained practitioners throughout England and Wales in group work and offender assessment processes. He has worked in the voluntary sector since 2002, previously as a Director with Crime Concern and Communications Director with the young people's charity Catch22.

Lucy Anderson

Human Resources and Organisational Development Director

Lucy Anderson

Lucy joined us in October 2012 and leads Nacro’s Human Resources and Organisational Development Function. Prior to that she worked for the Greater London Authority for five years on its Olympic staffing programme, London and Partners and the London Development Agency on a number of business transformation and organisation development projects.

Prior to that she headed up HR Operations at the British Transport Police where she was responsible for the provision of Human Resources, Welfare, and Health and Safety Services across the UK and Camden and Islinton NHS Human Resources where she worked across three trusts.
